Message from the Vanuatu Financial Services Commissioner, George Andrews
Vanuatu has evolved into a full service financial centre. It has become the offshore domicile of choice for financial services including, company formation, trusts, mutual funds, international and captive insurance.
Vanuatu is the largest Offshore Captive Domicile in the South Pacific region. The Protected Cell Company Act 2005, The Insurance Act 2005 and Insurance Regulations 2006 and have created a major opportunity for Captive and Insurance Protected Cell Companies to be established.
Capital requirements and reporting systems are similar to other well regulated offshore jurisdictions. As in other jurisdictions Insurance Managers who are resident in Vanuatu, are required for captives and these are licensed by the Commission.
A significant feature of the act is the ability to provide flexibility and understanding for the captive insurance industry.
The regulators although flexible and accessible, must be satisfied that the reputation of any new applicant for a licence will add to the credibility and integrity of our financial service industry.
It is this adherence to prudent regulation that has maintained the confidence of our international client base in Vanuatu as a credible financial centre in a stable, business friendly environment.
